Benefits for Charlottesville City Schools are administered by Digital Benefit Advisors, a local company and the second largest benefits broker in the United States. Our representative is Kerry Abbott , (434) 817-1062.
New employees must complete benefits enrollment online at www.vbas.com. If you need assistance enrolling online, please call Kerry Aboott at (434) 817-1062.
You have 30 days from your effective date to complete the enrollment process. Your effective date is the first day of the month following your start date. Failure to enroll on time may result in forfeiture of the FLEXCOMP allocation and the participation in any of the insurance plans until open enrollment the following year.

- Anthem health insurance, with three plans to choose from: KeyCare 15, KeyCare 20 and Keycare 30
- Dental plan with Delta Dental
- Vision coverage with EyeMed
- Medical and dependent care flexible spending accounts, and pre-tax accident and cancer policies, adminstered by AFLAC
- COBRA, administered by BRMS (the company that runs our online enrollment)
About FLEXCOMP & Payroll Deductions
The School Division has a FLEXCOMP Plan that allows the school to make a contribution to your benefits. Please be sure to read the FLEXCOMP Plan description.
IMPORTANT: if you enroll in one of the health insurance plans you will see the total premium deducted from your pay, but the school’s contribution will be added back in. Keep this in mind when you receive your first paycheck. It will seem like too much is being deducted, but the difference of the two will add up to the employee amount listed on the benefit rate sheet.
TIP: Prior Health Coverage
Since enrollments are done online, no prior health coverage information is sent to Anthem. If you have had coverage under another plan over the past twelve months, you will need to provide that coverage information to Anthem. Once you receive your new card, just call the 800 number on the back and provide your coverage information over the phone. If you do not contact Anthem, they will assume you did not have coverage and some of your claims could be denied as “pre-existing conditions”.
Opt-out Credit
If you do not wish to participate in the medical plan due to other group coverage, the Proof of Insurance form MUST be completed and returned in order to receive the FLEXCOMP “opt out” allocation. The FLEXCOMP allocation is explained in your plan document.
